Adrian Hey (maybe others) answered extensively to those queries.
I would just like to underline the fact that the word "efficiently"
is very ambiguous. Depends for whom, for what.

People who compute weight factors for graphs in quantum or statistical
physics need other representations and access tools than those who
do some network analysis. 

Do you need to modify a graph? Are you interested in one (or a few)
exemplars of a graph, or you want to generate a whole family?
