This is a nonsensical window-width given the fact that you want to look at
low frequencies. Since the width of the window is only 50 ms, you have a
frequency resolution of 20 Hz/bin, in other words: stick to a width which
makes sense, such as 0.5 seconds. By the way, what do you need the
time-information for? You cut your data into one-second (?) epochs rather
arbitrarily, so you could just as well use a window-width which equals your
data length, i.e. 1 second. Then you would only get non-nan output in your
TFR somewhere around cfg.toi = 0.5 (give or take a millisecond).
