[clean-list] UTF8 and ASCII extended

I'm sorry. I forgot to say that I'm making programs for generating texts for
Portuguese language. Really UTF8 and ASCII are the same for unaccented
letters and extended characters.

I need the converter for just such cases.

I know that is not complex to make a converter, but if it already exists, I
do not lose time.

If you know how to configure the CLEAN editor to generate UTF8 without BOM
has also solves the problem.
