[clean-list] Clean 1.3.1 license and htoclean 1.0

I have two questions relating to htoclean 1.0 for Linux.

1. The download page says htoclean is a clean 1.3 add on, but
I downloaded clean 1.3.1 for Linux and it still had the old
non-LGPL license conditions included in the .tar.gz file.
Would it be possible to release clean 1.3.1 under a Free
Software license or dual license? If not, I will try to use
htoclean with Clean 2.0.

Which leads to the question...

2. What license is htoclean 1.0 under? (And the other clean
1.3 libraries?)
