I didn't even recall that this isn't legislated by the said standard.
Replace the IEEE authors by the implementers of the power function
(not the Clean team, I think).

William Kahan's Lecture_Notes_on_the_Status_of_IEEE_754 discuss or
mention some controversial choices.  Cf. pages 8/9 of the document
available at Kahan's home page.
