gtk+ is available for Unix and also there is a port to Windows.

Yes, many languages already have their ports. Even Haskell, the other
purely functional language, has its gtk+ port. It is being developed
by Manuel M. T. Chakravarty <chak@cse.unsw.edu.au>. There is a home
page
