Not quite. Note for example that Python does not have this problem, but uses
tabs. In practice there is one widespread problematic system, UNIX, where it
is essential that tabs be treated as mapping to 8 'spaces'. The problem is
that Clean originated on a more flexible system and adopted a convention that
flexible systems, but not UNIX, can handle well. However those same systems
can, due to their flexibility, handle the UNIX convention.
