No, not really.  The LGPL combined with this extra restriction
does not allow you to distribute modified copies of the software.
Clause 2 of the LGPL becomes entirely vacuous, since precondition 3(c)
("You must cause the whole of the work to be licensed at no charge
to all third parties under the terms of this License [the LGPL].")
cannot be met.
